  1. How do I get a library card?
    Any state resident 15 years or older may borrow circulating material. First-time borrowers must register in person at the Reference Library. A valid picture ID with current address is required.
  2. What are the Reference Library's lending policies?
    Read our Circulation Policy
  3. How do I know what is in the Library's collection?
    Search the Library's Online Catalog to see what books, magazines, state and federal documents, audiobooks, DVDs, videos and 16mmm films are in the collection.  You will also be able to see if the material is on the shelf or checked out.
  4. The book I want is checked out.  How do I request it?
    If you have a Reference Library card you may place a hold on an item that is already checked out.  Call our circulation desk at (304) 558-2045, e-mail us at wvlcref@wv.gov.gov , or stop by our circulation desk.
  5. How do I renew my books, audiobooks, DVDs or documents?
    If you library material isn't overdue and no one else is waiting for the item you may renew material one time.  Call or stop by our circulation desk.
  6. My library doesn't have the book I need.  How do I get materials from other libraries?
    For state employees, legislators and elected officials registered at the Reference Library we will borrow books or obtain copies of magazine articles from other libraries.  All other patrons use their local public library or its interlibrary loan services.
